اذ نتشرف بان نضع مشروعنا بين ايدى سيادتكم أملين من الله عز وجل ان نحظى بقبوله ، أملين فى تنفيذه برعايتكم المبجلة ، تقديرا" واحترام لما حققتموه سلفا وأستكمالا" لمسيرة العطاء لمصرنا الغالية ، ويكفينا شرف الموافقة على رعايته ، أملين فى احداث طفرة مصرية بمشروع نهضة وتطوير المهن الحرة فى مصر ، محققين الهدف من البرنامج الاليكترونى للحكومة المصرية ومسايريين المتغيرات العالمية فى انشاء واستغلال اضخم قاعدة بيانات علمية مهنية .
سيدى الفاضل :
ان دخول مصر حيز تنفيذ الاتفاقيات الدولية ، وخاصة اتفاقيتى الجات والجاتس ، التى اعدتها الدول الكبرى والكيانات الاقتصادية الدولية الكبرى بغية السيطرة على المواد الاولية ، وفتح الاسواق العربية ، ونظرا" لأن هذه الدول والكيانات الاقتصادية قد استعدت لذلك منذ 3 اكتوبر عام 1974 عندما وقعت على الاتفاقية ، فهى كانت تستعد لذلك قبل التوقيع والا ما استطاعت تلك الكيانات صياغة مستقبل العالم العربى والاسواق العربية فى اتفاقية دولية
((ان التجارة او الصناعة لا حاجة لها للحماية الان بقدر حاجة المهن الحرة))
- الآن وبعد ان دخلت مصر حيز تنفيذ تلك الاتفاقيات فان التجارة ولا الصناعة بحاجة الى الحماية بعد ما شرع من قوانين وما أتخذ من خطط وما يلى من تنفيذ لها املين من الله حمايتهما ، وان المهن الحرة الآن هى التى يجب حمايتها بعد تدهور الاوضاع الاقتصادية لمؤسساتهم الصغيرة التى لا تقوى على مواجهة تحديات العولمة والزحف والتيار الجارف من أصحاب المهن الحرة ذو الجنسيات المتعددة الذين دخلوا بلادنا مع المستثمرين الذين اصبح يمثلوا اكثر من 70 % من الرأسمال المستثمر فى السوق المصرى اى ان اليات السوق ومؤسساته الكبرى لن تتعامل الا مع بيوت الخبرة الاستشارية فى اية مهنة وذلك لتقدمهم فى علومهم وتنمية قدراتهم المستمرة وقواعد البيانات التى تساعدهم على بحث اية مشكلة مهنية وايجاد الحلول لها فى دقائق .

المؤسسات والمكاتب الصغيرة لآصحاب المهن الحرة المصريين
- وذلك لفهرسة بيوت الخبرة الاجنبية الممتلئة باصحاب المهن الحرة فى مصر مندمجة بشركات المسثمرين علومهم واعداد دعم لها ولعلومنا وتبويبها وتنظيمها وشرحها مما يتيح سيطرتهم على كافة المجالات المهنية بدرجة ان اكثر من 60% من مكاتب المحامين توقفت نهائيا عن العمل وتداعى اصحابها ، فضلا عن توقف أكثر من 50% من مكاتب المحاسبيين التى توقفت بشكل شبه تام والكثير من المهن (شكل توضيحى ) التى قى طريق اصحابها لغلقها والعمل لدى الشركات وبيوت الخبرة الاجنبية عربية او مصرية فاوجب ذلك علينا مسايرة المجريات العالمية فى تكنولوجيا المعلومات ومجاراة ركب التطوير والجمع بين الاصلاح والعدو السريع لملاحقة الركب دون تخلف ، وحماية من يستحق الحماية فى هذه المرحلة قبل ان نصبح امام مشكلة تودى بالقاعدة المثقفة وتجعلها فى بوتقة جنسيات أخرى ، مزودة بالعلوم التكنولوجية وقواعد البيانات .
خلاصة المشكلات والاهداف ومواجهة الازمات والمخاطر
ادارة الآزمة ومواجهة مخاطر التقنيات الحديثة
1. انقاذ أصحاب المهن الحرة (( قانونيون – هندسيون – تجاريون – علميين – تطبيقيين)) وهى الطبقة العريضة المثقفة المناط بها النهوض بالمجتمع المصرى والنهوض بذاتها والوقوف على المتغيرات التكنولوجية العلمية المتقدمة.
2. مسايرة المجريات الدولية بانشاء اضخم قاعدة بيانات علمية فى ستة شهور فقط .
3. تنمية قدرات أصحاب المهن الحرة وتزويدهم بالعلوم التكنولوجية بتدريب المدربيين والمتتدربيين.
4. انشاء اول وأضخم مكتبة اليكترونية علمية مهنية وفروع لها فى اماكن تجمعاتهم وقسم اليكترونى بالمكتبات العامة لكل اصحاب المهن الحرة فى ستة شهور .(( مثال المحاميين فى كل مقر محكمة – اطباء فى كل مشفى أو مجمع طبى او علمى ويكون شرطا" للترخيص )) .
5. انشاء اصدارات صحفية متخصصة لآصحاب المهن الحرة فقط بقصد الاهتمام بهم ورعايتهم وتجميعهم وحصرهم ومخاطبتهم اينما كانوا بقصد الوصول اليهم وحصرهم .
6. ادخال صناعة التكنولوجيا فى تطوير المهن الحرة باستخدام البرمجيات والاقراص المدمجة فى تبويب العلوم وفهرستها تمهيدا لبيعها باسعار مدعمة غير قابلة للمنافسة تحتوى على العلوم المهنية لكل مهنة على حدة بقصد احتفاظ كل مهنى بمكتبة اليكترونية كاملة . مع امكانية وضعها على التليفون المحمول او الايبوت مستخدمين البرمجيات وعلوم الحاسبات وصناعة التكنولوجيا.
7. انشاء بوابة اليكترونية علمية مهنية متخصصة على شبكة الانترنت لكل اصحاب المهن الحرة عن طريق طلب بحث مكن كل نقابى ، ومشاركة اساتذة الجامعات والمؤلفين والمؤرخين وجامعى البيانات وشركات البرمجيات ودور النشر وهيئة تكنولوجيا المعلومات والقرية الذ كية ، ومكتبات الجامعات والطلبة والمهنيين ودور البحث ... (( بوابة المهن الحرة )) .
8. انشاء دور نشر مهنية علمية اليكترونية متخصصة لكل نقابة مهنية .
9. اعداد هيئة متخصصة او لجنة من اساتذة الجامعات المصرية من مختلف المهن العلمية الحرة ومن اعضائها واصحاب الخبرات تكون مسئوليتهم دراسة المشروع وبيان ايجابياته وسلبياته ووضع خطة زمنية المراحل وتوزيع العمل وتنظيم المؤتمرات والمعارض وورش التدريب للنقابيين والعامليين بالمؤسسات الحكومية والخاصة .
10. انشاء أكاديمية متخصصة تكون مهمتها وضع البرامج التدريبية للمهن الحرة كلا فيما يحتاجه بغرض النهوض وتنمية القدرات لآصحاب المهن الحرة ومواجهة مخاطر التقنيات الحديثة من اختراقات للشبكات المصرفية والمواقع الحكومية ، والفيروسات الاليكترونية التى تعوق العمل وتعمل على محاولة الوقوف ضد النهضة والتطوير وتطويع اجهزة الحاسبات واعتبارها خطرا" يهدد العمل بلا" من الاعتماد عليها فى اداريا.

11. النهوض بأصحاب المهن الحرة وتطويرهم وتنمية قدراتهم التنافسية فى شتى مهنهم، بما يتفق مع مجريات الآمور العالمية وحاجة المستثمرين ، واسباغ الحماية الوطنية على هذا القطاع مثل الصناعات الصغيرة ، اى الصناعة او التجارة ، ويتم ذلك بمرحلتين مدة كل مرحلة ستة شهور .
1-11- المرحلة الآولى / معا" لنهضة وتطوير المهن القانونية .
2-11- المرحلة الآولى / معا" لنهضة وتطوير المهن التجارية .
3-11- المرحلة الآولى / معا" لنهضة وتطوير المهن الهندسية .
4-11- المرحلة الثانية / معا" لنهضة وتطوير المهن العلمية .
5-11- المرحلة الثانية / معا" لنهضة وتطوير المهن التطبيقية.
6-11- المرحلة الثانية / معا" لنهضة وتطوير المهن الطبية .


12. خلق سوق لصناعة التكنولوجيا لمسايرة خطة الحكومة الاليكترونية ، نظرا" لفراغ السوق المصرى صناعة وتجارة من استخدام تكنولوجيا المعلومات وبرمجة الحاسبات واعداد العلوم المختلفة على اقراص مدمجة او برمجيات معدة للبيع او التجارة (( مثل دور النشر الاليكترونى او المكتبات الاليكترونية – والصناعات المتعلقة بها )) بغرض نهضة وتطوير المهن الحرة، بالاضافة لرواج سوق الحاسبات بعد اصدار حاسبات متخصصة مثل الحاسب القانونى الذى ينطوى على مكتبة اليكترونية قانونية وقاعدة بيانات قانونية مصرية عربية عالمية ، او الحاسب التجارى او الهندسى ....الخ .
13– مواجهة تحديات العولمة وتيار المهن الحرة الاجنبى ، ومحاربة ما نجم عنه من بطالة تكنولوجية لمؤسسات المهن الحرة واصحاب المهن الحرة المصريين ، و يساعد ذلك على توفير العديد من فرص العمل لمعظم المؤهلات العلمية كلا" فى حقله، فالمكتبات بحاجة الى كل التخصصات ، ودور النشر ، وشركات البرمجيات ،والمدربيين فى ورش التدريب .والباحثيين والاصدارات الصحفية والفهرسة والتبويب ومهندسى الشبكات والاتصالات ومتخهصصى الكمبيوتر .
14- انشاء قاعدة بيانات ضخمة وهى عبارة عن مجموع قواعد البيانات التى سيتم انشاؤها لكل مهنة على حده بواسطة الكتاب والمؤلفين والشراح واساتذة الجامعات والمهنيين ذو الخبرة المتخصصيين فى كل مهنة وحملة الدكتوراه ورسائل الماجستير والابحاث المتخصصة ومشاريع القوانين ومضابط مجلس الشعب والمذكرات الايضاحية. . .
- وبالفهرسة والتبويب والبرمجيات نصل الى اضخم قاعدة بيانات علمية يمكننا رفعها على شبكة الانترنت و من خلالها يمكن تحليل كل الظواهر والمشكلات الاقتصادية والاجتماعية والمهنية والعالمية، فضلا عن ترسيخ الصواب فى اتخاذ القرارات لاءبتنائه على جذور نبتت فى أرض علمية ونتيجة لمعطيات قوية ، وتكون نواة لنشر تلك المعلومات وهذه الابحاث والموسوعات العلمية فى اصدارات اليكترونية معدة للبيع بسعر فى متناول القطاع المستهدف، وبيعه لتدعيم المشروع للمؤسسات والشركات التى تهتم بهذا المجال .
شملحوظة :: تم اجراء تجارب على المرحلة الاولى ، على قطاع المهن القانونية وبالفعل تم بحمد الله تحقيق الاهداف الاتية ::
1 – انشاء موقع اليكترونى به مكتبة قانونية مصرية وعربية بنسبة 50 % من التشريعات مجانية للطبع والتحميل والاطلاع .
2 – انشاء اول دار نشر اليكترونى قانونى متخصص للاصداراتع الاليكترونية القانونية .
3 - تم اعداد اول نموذج يمثل نجاحا وتطورا فى مجال صناعة تكنولوجيا المعلومات عبارة عن برنامج موبايل يتيح الاجابة على اى تساول قانونى واى نص مادة او مشكلة قانونية فى س وج ، ويمكن تحميله على اى جهاز ميمورى.
4 – تم طبع اول ماكيت صحفى لاصحاب المهن الحرة فقط باسم العدالة وتكنولوجيا المعلومات .
5 – تم اعداد برنامج تدريبى ناجح وفقا" للنتائج والعينات التى تم اجراءها عليها .
6 – تم توقيع عدة بروتوكلات تعاون مع هيئات واشكال نقابية قانونية مثل صندوق التأمين الخاص بالمحامين ومثل معهد المحاماه الاول بقصد التدريب والثانى بقصد انشاء مكتبة اليكترونية قانونية متخصصة لاصحاب المهن القانونية.
7 – تم التنسيق والاتفاق على عقد عدة مؤتمرات نحو مواجهة ادارة الازمات وادارة المخاطر الامنية والبطالة التكنولوجية فى ظل التقنيات التكنولوجية الحديثة .
وقد احرز نجاحا ونتائج حقيقية سواء كان على مستوى القانونيين كأشخاص أو على مستوى القانونيين بشكل عام ، ولاقى اقبالا" مما شجعنا الى عرض فكرة المشروع على سيادتكم ، ونامل فى عرض التفاصيل .
